Adoption of Model Prison Rules and Support for Prison Libraries

The Ministry of Home Affairs (MHA) has introduced a 'Model Prisons and Correctional Services Act' in 2023, urging States and Union Territories (UTs) to adopt it for their jurisdictions. Despite this, no State Government has confirmed adoption. The 2016 Model Prison Manual has been adopted by 21 States and all 8 UTs. The Act does not specify standards for prison libraries, leaving budgetary provisions for library infrastructure to the discretion of State Governments, as prisons fall under the State-list subject of the Constitution of India.
