Condition of Handloom Cottage Industry in India

The 4th All India Handloom Census (2019-20) reveals that there are 31.45 lakh households and 35.22 lakh handloom weavers and allied workers in India. The handloom sector is unorganized, with no direct government employment for weavers. The Ministry of Textiles is implementing the National Handloom Development Programme (NHDP) and the Raw Material Supply Scheme (RMSS) to support weavers through financial assistance for raw materials, upgraded looms, and other resources. A total of Rs. 1,516 crores was allocated under these schemes from 2020-21 to 2024-25, with Rs. 1,480.71 crores disbursed. An impact study of these schemes is planned before formulating new initiatives.
