India and Pakistan Exchange Prisoner Lists
On January 1, 2026, India and Pakistan exchanged lists of civil prisoners and fishermen as per their bilateral Agreement on Consular Access 2008. India has identified 391 civil prisoners and 33 fishermen in their custody, whereas Pakistan holds 58 civil prisoners and 199 fishermen. India urged Pakistan to ensure the release and return of prisoners and also called for consular access to those detained without it. Since 2014, efforts from India have seen the repatriation of 2,661 fishermen and 71 civilians.
