MoHUA Introduces Model Contracting Framework for Sanitation Workers

The Ministry of Housing and Urban Affairs (MoHUA) has launched a new Model Contracting Framework aimed at safeguarding sanitation workers and improving sanitation services across India. This initiative, part of the Swachh Bharat Mission-Urban, provides guidelines for Urban Local Bodies (ULBs) to engage Private Sanitation Service Operators (PSSOs) for mechanized cleaning of sewers and septic tanks. The framework emphasizes safety, accountability, and the professionalization of sanitation services, ensuring compliance with the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013. It encourages local entrepreneurs and community-based sanitation workers to participate in the formal sanitation sector, thereby enhancing service delivery and worker safety.
