A national committee, led by Shri Suresh Prabhu, has been working since September 2022 to draft this policy, incorporating feedback from various stakeholders. The government plans to establish 2 lakh new multipurpose Primary Agricultural Credit Societies (PACS) and strengthen the cooperative movement across the country. As of June 2025, 21 new PACS have been registered in Haryana, although no new PACS were established in the state during the previous quarter.
