North East Region Development: 10% Budget Mandate and PM-DevINE Initiative

All non-exempted Indian ministries and departments are required to allocate at least 10% of their budgets to the North Eastern Region (NER) under the 10% GBS (Gross Budgetary Support) mandate. Over the past five years, this has resulted in an actual expenditure of Rs 3,94,612 Crore, exceeding the allocated Rs 3,71,789 Crore. Moreover, the Prime Minister's Development Initiative for North East Region (PM-DevINE) was established as a 100% centrally funded scheme with a budget of Rs 6,600 Crore over four years, starting in the 2022-23 fiscal year. As of October 31, 2025, 44 projects worth Rs 5,728.76 Crore have been approved, with Rs 2,172.64 Crore already disbursed. This was detailed in a Lok Sabha response by Dr. Sukanta Majumdar, Minister of State of the Ministry of Development of the North Eastern Region.
