Parliamentary Review of CSIR Financial Grant Handling
The Indian Parliament's Public Accounts Committee (PAC) has scrutinized the handling of financial incentives by the Council of Scientific and Industrial Research (CSIR) for its scientists. The incentives, approved by the Ministry of Finance in 2001, were intended to be supported by CSIR's own financial resources. However, CSIR implemented revised rates akin to the Defence Research and Development Organisation (DRDO) without prior Department of Expenditure (DoE) consent. The PAC report indicates procedural shortcomings rather than misappropriation, and subsequent measures for compliance and regularization of these incentives are under the DoE's examination.
