Status of Grants Under Article 275(1) of the Constitution

The Union Minister of State for Tribal Affairs, Shri Durgadas Uikey, reported in Lok Sabha that funds under Article 275(1) of the Constitution are allocated to State Governments in two categories: Creation of Capital Assets (CCA) and Grant-in-aid General (GG). The report includes details of grants released over the last five years, emphasizing the prioritization of sectors like education, health, and agriculture. States are required to submit Utilization Certificates for the funds, and the Ministry adjusts outstanding amounts based on compliance. The Annual Plan for 2025-26 is currently under review for several states, including Andhra Pradesh.
