Ministry of Housing & Urban Affairs' Initiatives for Homeless Shelters

The Ministry of Housing & Urban Affairs in India has been pivotal in implementing the Scheme for Shelter for Urban Homeless (SUH) under the Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM). This initiative, which concluded in September 2024, provided 1,995 all-weather shelters across 981 cities and towns, offering essential amenities such as water, sanitation, and electricity. The responsibility for operational oversight and grievance redressal at these shelters lies with the State/UT's Shelter Management Committee. These efforts aim to support the State/UT governments' primary role in rehabilitating homeless individuals, as land and colonization are State subjects in India.
